Kapiti Coast District Council advises that the the next stage of the process of incorporating urban intensification into its District Plan will be to publicly notify a proposed plan change for submissions before the statutory deadline of 20 August 2022.
 
Public hearings will be held after the public notification of Plan Change 2: Intensification. Currently this plan change is at the consultation stage where feedback is being sought. Once the plan change is notified, the period will open for submissions. People who make a submission will have the option to be heard at the hearings.

It is important to note that this District Plan revision process is not directly related to plans to develop the Horse Paddock at 240 Kapiti Road. The developer's application is currently on hold and it may be some time until this resumes.

Kapiti Coast District Council is currently seeking submissions about changes to its District Plan to allow for urban intensification (more houses on less land). This process is known as Change 2. Submissions relating to any development in the horse paddock have not yet been sought. Details and council documents about this can be found here:

In simple terms, these changes are how KCDC plans to give effect to the National Policy Statement on Urban Development 2020 that has been approved by the Government. More information about this Statement can be found here:

KCDC is calling for public submissions on its Annual Plan. The closing date for these is Monday 2 May 2022.
